Rudy, as the Upward Bound Project Director, has the overall responsibility and authority related to the Upward Bound project. Along with the authority to operate and manage the program, Rudy is also given the responsibility to adhere to all Upward Bound related legislation and compliance regulations. This includes the need to conduct business in a fair and honest manner, but also to develop a sufficient audit trail and an effective method of record keeping and database management.

Rudy received a B.A. from Berea College and earned a M.A. and Rank 1 from Western Kentucky University. He has been with the Upward Bound program at Lindsey Wilson College since October 2003.

Rudy is an author, editor and publisher for Old Seventy Creek Press. He resides in Albany, Ky.
